Step 1: To create a custom role, navigate to Project/ Role Management, click the New Role button, insert the Role Name, then scroll and select which features you want the new role to have access to. Then click Create.

Step 2: Navigate to Project/ Users, and scroll down to the SSO users section.

Select the newly created role from the drop-down on the right side of the page.  This will be the role assigned to each user who logs in via SSO. By default, users who log in via SSO will have the Member role.
