Stalled Tickets is a count metric that measures the number of tickets that have been inactive for an extended period and are considered "stalled" in the project management system.

Interpretation
- High Stalled Ticket count suggests workflow bottlenecks (tickets stuck in review processes, blocked by dependencies, resource constraints), process issues (inefficient approval workflows, missing escalation procedures, poor handoff processes), resource problems (team capacity issues, skill gaps, priority conflicts), quality concerns (tickets may be forgotten, requirements may become outdated, technical debt accumulation).
- Low Stalled Ticket count indicates efficient workflows & strong process discipline.
