Interpretation

- Medium Values (e.g., 10-25% of total PRs) - some PRs may be getting insufficient review, potential review capacity issues, or process gaps. Investigate review patterns and capacity.
- High Values (e.g., > 25% of total PRs) - many PRs lack proper review. Indicates: review process breakdown, insufficient reviewer capacity, poor review culture, or process compliance issues.
Think of it like a teacher who just checks off homework without actually reading it, or a manager who approves expense reports without reviewing the details. The approval happens, but there's no real scrutiny or feedback.
